The community vote…

The day finally arrived on 2 May 2019 when registered voters in Torquay voted ‘Yes’ to the Neighbouhood Plan produced by the Torquay Neighbourhood Forum of residents from all parts of Torquay.

In brief, the Localism Act of 2011 gave our community the right to produce a statutory plan that sets out how the community wish to see Torquay develop to 2030. It is a development plan produced by our community, not the Council, and has been independently assessed by an examiner jointly appointed by the Forum and Torbay Council.

On the same day, a ‘Yes’ vote was also received for Neighbourhood Plans similarly produced by the adjacent communities in Paignton and Brixham. In all 30,011 voters in total said yes to the 3 Neighbourhood Plans – the largest support ever given for plans to guide the future development of Torbay.

All three Neighbourhood Plans define the areas of Local Green Space that must be protected from development because of their importance to the community served – there are many such designated sites across the nine areas of Torquay which the plan represents –

  1. Barton and Watcombe
  2. Cockington, Chelston and Livermead
  3. Ellacombe
  4. Shiphay and The Willows
  5. Hele and Lower Barton
  6. St Marychurch, Maidencombe and District
  7. Torre and Upton
  8. Torquay town centre
  9. Wellswood and Torwood

The Plan also contains formal policies which support future development proposals provided they achieve sustainable development that takes properly into account the full range of economic, social and environmental needs.

• We want to protect and support the best of Torquay’s heritage, its cherished neighbourhoods and villages and the distinctive local character of each one; while securing their future as vibrant communities and attractive places to live, work and visit.

• We want to drive and support sustainable development delivering economic recovery and sustainable growth through rebalancing the economy, providing a sustainable future with new businesses, new jobs and infrastructure supported by the required number of new homes; helping our communities to flourish as it meets present and future demands.

• We want to improve health, social and cultural well-being including sport and leisure for all, ensure facilities and services are in place to meet local needs and help to grow a vibrant community that provides for and supports people of all ages.

• We want to create a more effective, safe, accessible and efficient transport and travel network for pedestrians, cyclists, motorists and users of public transport

• We want to protect and enhance our natural, built and historic environment.
